Turchynov is blocking the main anti-corruption law of the country

On September 4 President of Ukraine submitted the draft law “On the system of special authorized subjects in the area of countering corruption”, which forms the National Anti-Corruption Bureau, to the Parliament as urgent.

Week passed, but draft law has not yet been registered, although there are no formal reasons for this.

We call on Speaker Oleksandr Turchynov to register draft law by the end of this week and submit it to a vote on the first day of the session of Parliament.

We are sure that the registration of a draft law is blocked by politicians deliberately and creating of a Bureau was made ​​hostage to political bargaining on the eve of early parliamentary elections.

In case of voting for the draft law by present Verkhovna Rada, creation of the Anticorruption Bureau is possible by the end of this year.

But apparently, neither the current government nor the future Parliament don’t need an adoption of this draft law, because corrupt officials are not interested in Anti-corruption Bureau which will clean their “Augean stables” of corrupt officials, criminals and thieves.

Without an effective and independent Bureau statements and reports of politicians against the high-level corruption is nothing else than a profanation and election controversy.

The anti-corruption reform, widely announced by President Petro Poroshenko and the Government of Arseniy Yatsenyuk will not start, it will end without creating of the Bureau.

We call on the representatives of all progressive democratic forces to make every effort – both in the Parliament and beyond for the draft law registration and submission to a vote on the next week’s session.

Note:

Anti-Corruption Bureau will deal with the investigation of corruption offenses committed by senior officials, including: ministers, MPs, civil servants of 1-2 category, judges, employees of General Prosecutor`s office, senior military officers, heads of large state-owned enterprises.

According to the requirements of the International Monetary Fund to receive the next tranche Ukraine needs to vote a bill on creating the National Anti-Corruption Bureau before the end of October 2014.

According to the schedule of the Verkhovna Rada of Ukraine, the old parliament will work next week, namely on September 16-18, and one week before the election – on October 14-16.
