2015-2016 Public Procurement: Time For Transformation – Report

2015-2016 years became the turning point for the public procurement sector in Ukraine.

Launch of the public electronic platform Prozorro, reform of the ruling bodies and strengthening control over public finances have substantially changed the way the state spends money of taxpayers for procurement of goods and services.

The Ministry of Health underwent the most drastic changes. Last year public procurement of medicines and medical products was transferred to the three international organizations (UNICEF, UNDP and Crown Agents), which resulted in around 790 million state UAH economy. We talk about procurement under 12 state programmes for the general amount of more than 2,197 billion UAH.

Considering the proved effectiveness of this anti-corruption reform, the Ministry of Health transferred public procurement for 2016 under all state programmes (around 3,9 billion UAH) to international organizations.

Public Monitoring Results

The Anti-corruption Action Center has been implementing systematic analysis of the public procurement procedures for the past four years. It also carries out public control over tender participants and customers, reveals evidence of corruption and violations of law.

ANTAC analyses facts and circumstances of a bid, known from the mass media, ANTAC team own monitoring or information from citizens. ANTAC experts pay attention to bids where tens of millions of UAH are involved with high risk of abuse. Legal assessment of such facts forms basis for the ANTAC appeals and crime incidents reports to controlling and law enforcement bodies.

During 2015-2016 the ANTAC team has appealed 89 procurements of goods for 6,18 billion UAH, 43 procurements of services for 2,6 billion UAH and 38 procurements of works for 0,722 billion UAH.

40 criminal proceedings were opened based on the ANTAC crime incident reports, covering procurement cases for 4,065 billion UAH. Violations amounting for 1,015 billion UAH were eliminated as the result of the ANTAC appeals.
