AntAC managed to terminate dubious procurement of fish worth UAH 3.8 mln

On 29 June 2017, journalists of “Nashi Groshi.Lviv” published the news about the questionable procurement conducted by the Hetman Petro Sahaidachnyi National Army Academy.

The journalists were concerned about the fairness of the procurement procedure as the auction worth UAH 3.8 mln was won by the entrepreneur with no previous experience in trade.

On 23 May 2017, the Academy announced the procurement of fish. Ms Kozak, who later won the auction, was registered as private entrepreneur three days after the start of the procurement auction, on 31 May 2017. She did not have any previous working experience or trading stocks. The recommendations she provided were questionable. Also, the phone number she indicated in the application was not functional.

We suggested that above mentioned facts could indicate unfair procurement procedure and appealed it to the State Fiscal Service of Ukraine. The latter conducted the audit of this procurement, confirmed its dubious nature and consequently recommended to terminate the procurement contract
