Treasure Islands

Ukraine which is struggling from poverty of the majority of its population is able to make banking transfers to Cyprus and British Virgin Islands of billions of US dollars in two month period. The question is who does those transfers and what are the destinations?

As we know that the biggest Ukrainian finance-industrial Groups of companies are transnational. But in a Ukrainian way it resembles more to the trans-offshore structures.

Every oligarch or political businessman is creating his own chain of companies in the countries with favorable taxation rules.

After this they start the tax optimization, as the result of it the billions are lending to the offshore accounts. Our national businessmen have invented a whole bunch of these schemes – starting by using trading intermediate companies and creating on purpose the false importation operations.

“The Economic Pravda” has already published the statistics of the investment flow to Ukraine for the 9 month of the last year. The biggest investor, as expected, is Cyprus with the result of 18 billions 931 million of USD. It is 32,3% of overall investment in Ukraine.

The analysis of Ukrainian investment to other countries has lead to a sad conclusion. For the 9 month of 2011 the Ukrainians have sent 6 billions 931 millions USD. Which makes 88,2% from overall Ukrainian investment abroad.

Previously we have published a list of non-resident companies which belongs to the biggest Ukrainian Financial-Industrial Groups(FIG) made by Tax Authority of Ukraine. It contains 225 foreign companies that belong to 10 FIG. Those 225 includes as well the offshore companies.

We’ve decided to get into more details what are the amounts transferred out of Ukraine to different exotic countries with beneficial tax environment.

Our sources in the Authorities have shared some statistics of transfers of funds from Ukrainian banks to offshores for the first two month of 2012.

And it appears that the pour country, during 2 month period only, is able to sand to «Cyprus» and «BVI» offshores milliards of US dollars.

We should mention that the majority of Ukrainian banks to some degree have contacts with the offshores. On the basis of the obtained information we’ve made a rating of the banks that transferred biggest amounts to offshores.

General figures

The total flow out of Ukrainian banks for the last two month is approximately 6 billions 874 millions US dollars.

Except more or less known destinations for Ukraine as Cyprus, British Virgin Islands, Belize and Monaco, in the list of the countries of beneficiaries there are places that are difficult to find on the map.

For example places: Marshall Islands, situated not far from the line of date change on the globe, Saint-Vincent and Grenadians of the Caribbean Islands, Saint-Kits and Nevis, Bahrain, as well as the favourite resorts of «the elite» – Seashells, Bahamas and Maldives.

The leader of the evacuated Ukrainian funds is Cyprus – for the month of January-February 2012 to the «island of Aphrodite» it was transferred 6 billions 187 millions US dollars.

The second place is taken by British Virgin Islands – for the two month the overseas territory of Her Majesty Queen Elisabeth II has got 479 millions US dollars.

After sits Beliz, which was called before British Honduras – 129 millions 645 thousands US dollars.

The fourth place is takes by Seashells Islands– 39 millions 848 thousands. The fifth –Marshall Islands (30 millions US). Sixth – Bahamas (4 millions 348 thousands). At the seventh – Monaco (2 millions 149 thousands).

Saint-Vincent and Grenadines has got 715 thousands US, Saint Kitts and Nevis – 524 thousand US, Maldives – 259 thousands. The last place got Bahrain (185 thousands US).

The Absolute Leaders

The first place is taken by the biggest Ukrainian bank- «PrivatBank». The result of the entity which is owned by Ihor Kolomoiskiy and Hennadiy Boholoubov is almost fantastic.

For the first two month of 2012 the «PrivatBank» has transferred to the offshores 3 billions 863 millions US Dollars.

The part of Cyprus of this overall amount is 3 billions 485 millions. British Virgin Islands – 312 millions 378 thousands US, Beliz – 65 millions, Monaco – 202 thousands, Seashells – 117 thousands.

“Economic Pravda” has already published that the group «Privat» is the leader among the national Finance-Industrial groups if we count the number of the non-resident companies in it’s structure. If we take the data of the National Tax Authority Mr. Kolomoiskiy and Mr. Boholoubov have 97 of such companies.

In particular several ferroalloy factories and mine complexes with processing plants, controlled by this Group are owned by offshore companies. And the 25 % of shares of «PrivatBank» are owned by Triantal Investments Ltd, registered in Cyprus.

The OTP Bank with Hungarian routs is on the second place. For January-February this bank has performed transactions to offshores 324 millions US.

The entity cooperated with Saint Kitts Islands where 382 millions US were transferred. 977 thousands of US transferred to Seashells. 1 million 118 thousands was transferred to British Virgin Islands. And the absolute leader is Cyprus – 322 millions US.

“The bronze medal” got by “PUMB”. The bank of Rinat Ahmetov January-February has transferred to the offshore accounts 295 millions US.

The biggest amount is transferred to Cyprus – 285 millions US. To British Virgin Islands the bank of the biggest Ukrainian fortune has sent 8 millions. Beliz got 591 thousands US. 158 thousands were sent to Monaco.

As it is known the SCM Group of Mr Ahmetov is among the leaders. It has 25 offshore companies. Almost 10% of shares of PUMB First Ukrainian Bank where owned by SCM Financial Overseas Limited, from Cyprus.

The «Piraeus Bank MKB» is on the fourth place. This ban which is controlled by the Greek Piraeus Bank SA, it where sent 293 millions of US, for the period of January-February. The Greeks were in cooperation with the Cyprus only and the whole amount mentioned above was sent to Cyprus.

The Citibank is the fifth in the offshore transfers rating. The subsidiary of the one of the biggest USA Financial organisations has sent 288 millions 410 thousands of US dollars to offshores. Out of this amount 185 thousands were sent to Bahrain, the rest to Cyprus.

The «ProminvestBank» which is controlled by Russian «VneshEconomBank» is on the sixth position. As it is well known the Head of Supervisory Board is Vladimir Putin.

“ProminvestBank” has transferred 225 millions 529 thousands US Dollars for the period of January-February of 2012.

The biggest part is received by Cyprus – 202 millions. 14 millions sent to British Virgin Islands. Almost 9 millions received by Seashells.

The “Nadra” bank of Mr Firtash Dmytro is on the seventh place. The offshores has got 162 millions 676 thousands for the period of two month. This bank was not original and has sent the whole amount to Cyprus.

Is is interesting to mention that the list of offshore companies of the State Tax Authority doesn’t mention any offshore company owned by Group DF of Mr.Firtash. It is a mystery why the Authority has «forgotten» about the existence of offshore companies of Mr. Firtash Dmytro.

The State owned Banks

Among banks which transferred over 100 millions of US to the «tax paradise» there is even one state owned bank. It is «UkrEximBank».

From this bank to Cyprus it was transferred 102 millions US. Another 403 thousands US were received by Seashells Islands.

The transfers of other state banks where more shy. Ochadbank, for instance, has sent 9 millions US to Cyprus, and UkrGasBank – 3 millions.

The bank  “Kyiv” cooperated with British Virgin Islands, and has sent there 1 million 659 thousands of US

“Interesting” banks

The “Economic Pravda” haven’t managed to find the «offshore statistics» of some important banks. For example “AllUkrainian bank of development”, which belongs to Oleksander Yanukovich (the older son of the President of Ukraine) – and the head of this bank is Valentina Arbuzova – mother of the head of  the National Bank of Ukraine.

We have only got some data  about “UkrBusinessBank”, which is associated with the names of  Oleksander Yanukovich and Serhiy Arbuzov. This bank has transferred 6 millions 494 thousands US to offshores during 2 month.

1 million 605 thousands to the British Virgin Islands. The rest 4 millions 889 thousands were transferred to Cyprus.

There is no statistics about offshore transfers from the banks TK «Credit» and «Rodovid» which are associated with the name of Youriy Ivanushenko.

Among the banks which are considered as closed to the «Youra Enakievskiy»  there is statistics of the bank «Pivdenny».

Formally the family of Youriy Rodin and Marc Bekker owns this bank. But the media were talking that the bank is being controlled by the «enakievski» informal group. Another interesting fact that the wife of Youriy Rodin – Tamara was working at a position of deputy of Valentina Arbuzova at the “AllUkrainian bank of development”which belongs to Oleksander Yanukovich.

The «Pivdenny» bank transferred to offshores 59 millions of US dollars for the period of January-February 2012, with wide geography of destinations.

50 millions were sent to Cyprus, almost 5 millions British Virgin Islands, almost 3 millions Belize, 633 thousands Monaco, 141 thousands Saint Kitts and Navis.

Life is going more expensive, the money depreciates

The “Economic Pravda” addressed the query to all listed behind bank  asking to confirm or refute the data about the transfers to offshores.

In the press-office of «PrivatBank», it was said that the main flows is due to the operations of the currency exchange via their Cyprus branch on the international market with the investment banks on daily basis.

“As the Cyprus branch is not an independent actor on the market, it’s interbank operations are reflected on the correspondents accounts opened in «PrivatBank Ukraine» ” – we were told in the press office.

The bank mentioned that «this kind of payments could not be qualified as the transfers of funds to Cyprus, because of the scheme implemented. The Cyprus branch signs an agreement of exchange of one foreign currency to another, after transfers the amount in EUR to foreign banks, and gets the correspondent amount in USD, on the basis of such agreement»The bank

The bank “Kyiv” answered that from their accounts and the borrowed money to their clients , «there were no transfers to accounts in offshore zones» .

In the press-office of  PUMB we were told: “In the frames of management of our own funds the PUMB didn’t make any transfers to the accounts of the banks in the offshore zones or Cyprus. More of it the PUMB is keeping their proper non operating funds in the most reliable European and US banks.» And that’s it.

The bank “Pivdenny” has confirmed the amount announced by our sources, transferred to offshores from their accounts for the period of two month – 59 millions US dollars. At the same time they mentioned that this amount is a standard amount of their import operations of our clients».

We didn’t receive the answers from the other banks, yet.

The solution of the «Cyprus problem» is well known – to cancel the agreement about double taxation, concludes in USSR times. But there is no will from any of Ukrainian government, because «everybody needs to live».

In addition Cyprus, formally, is not the offshore, after its integration with the EU. But the government of the island has the profitable scheme of taxation, which declares the rate of the profit tax – 10%, and for some types of incomes – 0%.

We can only guess, how long the Ukrainian economy could support this massive pump-out of the billions of dollars out of the Ukrainian tax perimeter.
